JOSEPH M. HOHMAN, President
Mr. Hohman has over 35 years of service in high level executive management positions in the public and private sector. Currently he serves numerous public and private clients in his capacity as president of Resource Development and Management, Inc. Mr. Hohman gets directly involved with all of RDM clients. In this capacity he has been involved in 15 water authority acquisitions over the past 10 years and has overseen the development of strategic plans for RDM utility clients.
In addition to his extensive experience in utility management, Mr. Hohman is recognized as one of the leading public sector “turnaround experts” and has served as Act 47 Financial Recovery Plan Coordinator for the Commonwealth of Pennsylvania Department of Community and Economic Development in six municipalities throughout Pennsylvania. Recently Mr. Hohman has overseen RDM’s consulting services in 10 of the Commonwealth’s Early Intervention Program municipalities and counties. In this regard he has help craft five-year strategic financial plans for numerous cities and counties throughout Pennsylvania.
Prior to forming RDM, Mr. Hohman served as director of the Allegheny County Department of Development where he directed one of the largest and most aggressive urban community development programs in the nation. Mr. Hohman, in 1985 and again in 1988, received recognition from the U.S. Department of Housing and Urban Development for his efforts in urban development.
Mr. Hohman is very adept at developing creative financing techniques and at developing public/private partnerships and privatization opportunities. Additionally, throughout his years in the public sector, Mr. Hohman has developed numerous contacts and relationships at the local, state and federal levels. His vast knowledge and experience with these levels of government serve the needs of RDM's public and private clients. Mr. Hohman holds a Bachelor of Arts degree in political science from St. Vincent College and a Master's degree in public administration from the Pennsylvania State University. Mr. Hohman has served on numerous non-profit boards throughout Southwestern Pennsylvania and currently serves as a member of: The Economic Growth Connection of Westmoreland County and The Pennsylvania State University McKeesport Campus Advisory Board.
JAMES J. DODARO, Executive Vice President
Mr. Dodaro brings to RDM over 35 years of service in various legal and executive level positions in the public and private sectors. Mr. Dodaro, in addition to serving as executive vice president for RDM, also serves as of counsel in the law firm of Dodaro Cambest & Associates specializing in public agency law, and as a board member of the Port Authority of Allegheny County. Mr. Dodaro also served as a member of the Pennsylvania Turnpike Commission for 20 years. Prior to his association with RDM, Mr. Dodaro served as solicitor for Allegheny County where he oversaw the development of legal agreements between the public and private sectors. Mr. Dodaro's role as solicitor allowed him to develop a working knowledge of all phases of county government operations. Mr. Dodaro also headed the legal team that negotiated the lease agreement between Allegheny County and US Air that enabled the new Pittsburgh International Airport to become a reality. Before serving as solicitor, Mr. Dodaro served as the director of the Allegheny County Department of Development and as executive director of five municipal authorities.
Mr. Dodaro's municipal law and development backgrounds uniquely qualify him to provide excellent advice and support to the project team on legal, operational and management issues. Mr. Dodaro holds a BA degree with a political science major from the University of Pittsburgh and a JD degree from the University of Duquesne School of Law.
JACOB N. SKEZAS, Chief Financial Officer/Treasurer
Mr. Skezas brings a unique combination as a licensed CPA and a practicing attorney to RDM where he serves as chief financial officer. Mr. Skezas' CPA and legal backgrounds are extremely helpful in dealing with collective bargaining issues as well as in issues of asset disposition and privatization. Mr. Skezas is responsible for the fiscal assessment of our public clients, and he supervises the finance and accounting departments of all RDM authority clients. He has overseen the development and installation of utility accounting systems and management information systems, and has interfaced with numerous water and wastewater authorities. Mr. Skezas' career includes responsible fiscal management positions with Martin Marietta Corporation and with Coopers and Lybrand. Mr. Skezas, for the past 15 years, has served as the chief financial officer of our public clients, including the Municipal Authority of Westmoreland County, the largest public water authority in the Commonwealth of Pennsylvania, overseeing a $40 million budget where he serves as business manager.
Mr. Skezas holds a BS degree in accounting from West Virginia University and a JD degree from the University of Duquesne School of Law.
CHRISTOPHER H. KERR, Vice President-Operations/Corporate Secretary
Mr. Kerr has over 25 years professional experience in managing private and public utilities. All of these years have been in progressive managerial positions with both a privately owned water utility and the largest municipally owned water system in Pennsylvania. Mr. Kerr currently serves as resident manager of the Municipal Authority of Westmoreland County. Mr. Kerr has been responsible for all phases of the utility system including operations, business management, customer service, and capital planning. Furthermore, Mr. Kerr's knowledge and experience are useful in dealing with a wide range of issues, both short-term operational issues and long-term strategic planning issues.
Mr. Kerr has a BS degree in accounting from Alderson Broaddus College and has attended numerous professional development courses sponsored by the American Water Works Association. Mr. Kerr is an active member of the AWWA and the PMAA.
ROBERT T. CALLEN, Senior Project Manager
Mr. Callen offers a unique mix of public, quasi-public, private, corporate, academic and non-profit management experience to RDM customers in his capacity as senior project manager. Mr. Callen works with the boroughs of Rankin and Braddock on implementation of their recovery plans. His 25 years of economic development and local/regional planning expertise brings a pragmatic style tailored toward results-oriented initiatives. Of particular interest is his detailed knowledge of government operations in southwestern Pennsylvania, eastern Ohio, and the northern panhandle of West Virginia. In addition to serving as manager of economic development for Duquesne Light Company for seven years, Mr. Callen served in executive capacity for the Steel Valley Council of Governments, Lawrence County Economic Development Corporation, Regional Business Alliance, and the Center for Excellence in Workplace Education. Some of his most recent projects with RDM have been as the principle professional spearheading the economic and financial impact analyses for Northampton County, Pennsylvania and the development of an economic development initiative for Washington County, Pennsylvania.
Mr. Callen holds a BA from St. Vincent College, an MS from Duquesne University, and an MPA from the University of Pittsburgh Graduate School of Public and International Affairs.
JEAN WARREN, Project Manager
Ms. Warren brings to RDM 25 years of experience with the public and private sectors. She currently performs administrative and contract management duties for RDM's municipal clients; coordinates and prepares information for RDM's Act 47 and EIP clients; and serves as borough secretary to RDM's municipal clients. Ms. Warren has accounting knowledge with a variety of software programs, payables/receivables, payroll, and budget preparation and control.
Ms. Warren has attended numerous professional training and education classes and seminars, and has completed several computer, accounting, and business credit classes.
BRIAN J. HOHMAN, Project Manager
Mr. Hohman currently functions as RDM’s Manger for both the Borough of Sewickley Water Authority and the Petroleum Valley Regional Water Authority. As Manager, Mr. Hohman is responsible for overseeing all phases of these operations including, business management, accounting, billing and collection, customer service, distribution system maintenance, production, water quality, project management and personnel management. Additionally, Mr. Hohman also has involvement in the Greater Johnstown Water Authority and the Municipal Authority of Westmoreland County accounts. He has also worked with numerous cities and counties through the DCED’s Early Intervention Program, focusing on financial analysis and operational efficiencies. His growing knowledge and wide range of experiences allow him to handle a variety of issues.
Mr. Hohman has a BS degree in business management from the Pennsylvania State University. He has a Pennsylvania Department of Environmental Protection Distribution Certification for water systems and has training in areas of work place safety, financial analysis and crisis management. Mr. Hohman is a very active member of the Pennsylvania Rural Water Association. |
